The social services and community development sector focuses on enhancing the welfare of individuals and communities, particularly those facing social, economic, or cultural challenges. This sector empowers vulnerable groups, such as refugees and disadvantaged populations, by assisting in education, employment, mental health, and housing. The industry aims to promote inclusion, connect individuals with resources, and facilitate social integration. Organizations within this sector are dedicated to advancing social justice, equality, and active participation in society, with nonprofits and community-based organizations playing a crucial role in fostering long-term positive change for marginalized communities. Protais Muhirwa is a visionary leader and committed refugee and migrant advocate. As the Founding Director of ARMIA (Active Refugee & Migrant Integration in Australia), he has dedicated his life to helping refugees and migrants achieve harmonious integration into Australian society. Through his leadership and passion, Protais has transformed the lives of countless individuals by assisting them in overcoming challenges such as social isolation, cultural barriers, and employment difficulties. His own experiences exemplify resilience, empathy, and a strong belief in the potential of all individuals.

A Change-Inducing Process Influenced by Personal Challenges and the Quest to Empower Refugees and Migrants

Protais’s experience started in Africa, where he directly experienced the plight of refugees. His initial exposure to displacement and the refugee struggle provided him with a special and sympathetic view of the plight of refugees. These experiences, combined with his unshakeable desire to make a difference, formed the basis of his later work. Fueled by a sense of purpose, Protais looked for ways to empower refugees and migrants to overcome the obstacles of adjusting to new settings. His vision was clear: to dismantle the problems that stand in the way of refugees reaching their potential and to provide opportunities for them to live fulfilling lives. This mission drove him and remained the driving force of his career.

As ARMIA’s Founding Director, Protais established a critical network of support for refugees and migrants in Australia. The mission of ARMIA is straightforward but deep: to empower refugees and migrants by tackling the social, cultural, and economic issues they confront. Under Protais’s directorship, ARMIA has emerged as one of Southeast Queensland’s most successful Multicultural Family Support Hubs. ARMIA delivers a variety of services such as education, job support, training programs, and home care services. These services aim to help integrate, foster socio-economic inclusion, and give refugees and migrants a sense of belonging within the new community. Through these programs, Protais and his team assist individuals in developing the confidence and abilities required for them to become active, productive citizens of Australian society.

One of ARMIA’s greatest assets is its capacity to provide one-on-one assistance tailored to meet the specific needs of every refugee and migrant. By establishing close alliances with community organizations, local businesses, and government departments, ARMIA has cultivated a network of resources readily accessible to refugees. Whether helping individuals find employment, providing cultural orientation sessions, or arranging language classes, ARMIA’s comprehensive system ensures that refugees receive the necessary tools to succeed.

A Global Vision: Protais’s Inspiring Odyssey and Commitment to Refugee Integration throughout Africa

Before founding ARMIA in Australia, Protais acquired immense experience in South Africa. As the director of the Misericordia International Centre, he toiled incessantly to ensure the integration of refugees within South African society. The center was central in integrating refugees of diverse backgrounds into the workforce, especially into high-demand areas like medicine, law, business, and politics. Protais’s Africa work was typified by bringing people from different groups together for common objectives. He had faith in cooperation and employed a grassroots model for the development of the community. Through the development of a culture of respect and inclusion, Protais enabled refugees to acquire skills and knowledge that facilitated adaptation to their new surroundings and integration into society.

His experience in Africa laid the groundwork for his later work in Australia. The lessons he learned in South Africa deepened his understanding of the nuances of refugee integration, and he carried these insights with him when he moved to Australia. Protais recognized that the challenges refugees faced in South Africa were not unique to that country but were prevalent in many parts of the world, including Australia.

A Lifetime Commitment to Promoting Cultural Integration and Social Justice for All

Aside from his work at ARMIA, Protais has also been in leadership roles at organizations such as Carers Queensland and the Australian Red Cross. As a CALD Program State-wide Coordinator at Carers Queensland, Protais aimed to provide access to services and support for people from Culturally and Linguistically Diverse (CALD) backgrounds to live independently and with dignity. His commitment to cultural integration and social justice is evident in all he does. Whether he’s advocating for refugee rights, offering educational programs, or helping individuals navigate the complexities of living in a new country, Protais has always focused on creating an environment where people feel valued and empowered.

Through his different positions, Protais has tirelessly strived to close the gap between refugee communities and the larger Australian community. He has lobbied for policies that facilitate refugee integration, collaborated with local businesses to establish employment opportunities, and promoted initiatives that foster understanding and respect across cultural divides.

His approach focuses on comprehensive industry training in sectors facing workforce shortages, ensuring that every participant who seeks employment secures a job upon completion. Beyond placement, he provides up to six months of continued support, helping individuals navigate potential language and cultural barriers, ultimately fostering successful and sustainable employment relationships between workers and employers.
